<p>This study investigates the effect of the EU ETS on industrial CO2 emissions over the period 2005-2023. To do so\, we compare the industrial emissions of companies which were not included in the EU ETS because they were just below the inclusion size or in an excluded sector with ETS-regulated companies in a similar sector and of a similar size. We focus on France\, Norway\, the Netherlands and the UK\, where PRTR emission data exist for small companies. We find that the EU ETS led to substantial emission reductions.</p>
