IPA Fellows

The Institute of Public Affairs is delighted to host a cadre of high-quality Fellows who have made a significant and sustained impact on policy-making. Each Fellow works with the IPA, its faculty and its students to harness academic insight and complement it with real-world experience to make effective public policy.


David Davis MP

David has been a Parliamentarian Fellow of the IPA since 2014, the Member of Parliament for Haltemprice and Howden since 1997, and in July 2016 was appointed Secretary of State for Exiting the European Union. A strong defender of civil liberties, he is also a former Foreign Office Minister, and Chairman of the Public Accounts Committee.  


John Denham 

John is a Professorial Research Fellow of the IPA. From 1992 until 2015 he served as the Member of Parliament for Southampton Itchen. He held a variety of Ministerial posts, including Secretary of State for Innovation, Universities and Skills and Secretary of State for Communities and Local Government. John has completed a research project on policy towards employment and skills training.

Paul Kirby

Paul Kirby

Paul is a Visiting Professor of Practice at the IPA. Paul was previously a Partner at KPMG LLP (2005-2011 and 2013-2015), Head of the No. 10 Policy Unit (2011-2013) and former advisor the Shadow Chancellor of the Exchequer (2009-10). Paul is contributing to IPA student’s understanding of policy-making through lectures and Policy in Practice Seminars, and is authoring a book on the reform agenda for public services in OECD countries. 

Purna Sen

Purna Sen

Purna is a Senior Fellow of the IPA. Purna is an established academic with a career at LSE including at the IPA where she led the Women in Public Life: Above the Parapet project. Since 2015, Purna has been the Policy Director at UN Women in New York. 

Christodoulos Stefanadis

Christodoulos Stefanadis

Christodoulos is a Professorial Research Fellow of the IPA. He is currently a professor in the Department of Banking and Financial Management the University of Piraeus. From November 2014 to January 2015 he was Chief Economic Adviser and Director of the Economic Office of the Prime Minister of Greece, Antonis Samaras. Christodoulos is undertaking a project on the causes of a country's institutions and administrative and legal framework.
