Overview
The next decade is likely to be one of fiscal austerity, in which government will inevitably have to do more for less. Government innovations will be critical in finding new, more cost effective solutions to existing problems. Innovations in government can drive improvements in the quality and efficiency of public services and promote responsiveness to changing social and economic conditions. Where fiscal imperatives create greater demand for public sector efficiency, reduce levels of risk aversion and strengthen organisational and individual incentives to innovate, how can government capitalize on these circumstances?
The seminar will explore this question using as case study examples the Department of Work and Pension's move of social security benefits online - Jobseeker's Allowance applications from summer 2009 and State Pension applications from November 2009. This case study will ask how activities might be reconfigured without harming service users but in a way that can reduce running costs and (possibly) some programme costs.
