Vanessa's work considers the impacts of new forms of social care commissioning, for the service user and for the social care economy. Much of her recent work has been focused on the impact of service user control and choice through consumer directed care.
Key projects include a national evaluation of direct payments to older people for the Department of Health in England (2004-2007). This evaluated outcomes for older people using direct payments; arrangements for direct payments; the provision of support to users (by direct payments support organisations) and its cost, and the direct payments workforce. Recently work for the Joseph Rowntree Foundation has been on older people’s involvement in commissioning. This looks at recent development in commissioning designed to strengthen the role of service user and citizen involvement in commissioning and considers what changes are required to place service user choice at the heart of all decisions of service delivery. These include: routes to involvement mapped around strategic partnership working within the local health and social care economy; involvement at community level via communities of place and communities of interest; and involvement at the individual level through self-directed commissioning models such as personal budgets, individual outcomes-based commissioning and person-centred planning.
