My research focuses on trade policy in Asia, the WTO and preferential trade agreements. I have written on trade and investment issues in China, India and the ASEAN countries, as well as on EU trade policy and the global trading system more generally. My book, "New Frontiers in Free Trade", was published by the Cato Institute in Washington DC in 2008(also published as "Trade Policy, New Century" by the Institute of Economic Affairs in the UK). I have also written on the intellectual history of political economy, especially the theory of commercial policy.
I am now working on EU and Asia trade issues for ECIPE, my think tank in Brussels, and on two books, one on Asia in the world economy after the crisis, and the other on my native Sri Lanka.

I am Senior Research Associate at the South African Institute of International Affairs in Johannesburg. I have been a Visiting Professor at the Institut D'Etudes Politiques (Sciences Po) in Paris, Senior Visiting Research Fellow at the Institute of Southeast Asian Studies in Singapore, a Visiting Fellow at the University of Hong Kong, and Director, Trade Policy, at the Commonwealth Business Council in London. I am on the Academic Advisory Council of the Institute of Economic Affairs in London, and on the Advisory Board of the Cato Centre for Trade Policy Studies in Washington DC. I am also an Adjunct Scholar at the Cato Institute.
