Eleanor Rathbone was a key force behind the introduction of state financial support for children, publishing 'The Case for Family Allowances' in 1940. Seventy years after her death, and 71 years after the 1945 Family Allowances Act, this talk considers what Rathbone might have made of the current design of child benefits and child tax credits in the UK. It examines recent reforms to social security affecting children, looks at trends in child poverty rates, and asks whether The Case for Family Allowances offers any relevant lessons to today's policymakers.
Kitty Stewart () is Associate Professor of Social Policy at the LSE and Research Associate at the Centre for Analysis of Social Exclusion.
The British Library of Political and Economic Science () was founded in 1896, a year after the London School of Economics and Political Science. It has been based in the Lionel Robbins Building since 1978 and houses many world class collection, including The Women's Library.
