Democracy promotion became a key foreign policy issue pursued by Western governments after 1989. To what extent are external democracy promotion efforts effective?
Armine Ishkanian is a lecturer in social policy at LSE. Iain King worked for the United Nations Mission in Kosovo, 2000-03. Daniele Archibugi is director of the Italian National Research Council in Rome, and professor of Innovation, Governance and Public Policy at the Department of Management at Birkbeck College.
