Is More Happiness Possible Locally and Nationally?

We now have sophisticated ways of measuring how happy people are, and all the evidence shows that on average, people have grown no happier in the last 50 years.

As part of this third annual LSE/LGA event, Professor Lord Layard, author of the book Happiness: lessons from a new science (Penguin, 2005) asks what can be done locally as well as nationally to improve our sense of contentment.

Should happiness be at the centre of government policy? Does having more really do anything for our well-being? Can legislation raise national contentment?

Professor Lord (Richard) Layard was founder director of the LSE's Centre for Economic Performance and intellectual architect of the New Deal for the unemployed. He now heads the Centre's programme on well-being.
