Many observers - at home and abroad - have expressed concern that the Bush administration has decided to separate the United States from its allies in NATO and partners on the UN Security Council. There are reasonable grounds to be concerned about the unilateralism of Bush foreign policy. But Bush faces a basic problem: the American public has a strong and rational preference for allies and UN authorisation for the use of military force.
