After the 'death of NATO': from lapsed alliance to new partnership

In strategic terms, the Atlantic Alliance belongs to the past, along with the overall network of permanent defence alliances set up after World War II between the US and its European and Asian-Pacific allies. This is the result of basic and lasting changes in the international system, not the consequence of the Bush administration's assertiveness. However this 'death of NATO' does not preclude under certain conditions the establishment of a new strategic partnership between North America and the European Union.

François Heisbourg is director of Fondation pour la Recherché Strategique, Paris and chairman of the Foundation Council of the Geneva Centre for Security Policy.
