They will look at whether it would curb crime and war financing, and if it would promote development in fragile states. Misha Glenny is a journalist and author of McMafia: seriously organised crime. Michael Hartmann is manager and senior adviser of the Criminal Justice Programme at the United Nations Office on Drugs and Crime.
