Visiting Senior Fellow
Martin Howard is a recently retired UK senior civil servant who has been appointed as Visiting Senior Fellow at the LSE Middle East Centre to research post conflict/crisis stabilisation drawing on experiences (including his own) in Iraq, Afghanistan, Libya and elsewhere. The aim of his research is to analyse why so many of these efforts end in relative failure and to identify common themes which can help guide future policy on post conflict/crisis stabilisation – particularly on the provision of effective security and rule of law through indigenous military, police, and justice systems.
Martin spent most of his government career in the Ministry of Defence working primarily on national and international security policy, operations, intelligence and relations with the media. His posts included being Director General for Corporate Communications, Deputy Chief of Defence Intelligence and Director General Operational Policy. He also spent time in the Northern Ireland Office acting as Private Secretary to the Secretary of State and as part of the UK team that helped negotiate the Good Friday Agreement. Martin’s last three postings were also outside MOD as Assistant Secretary General for Operations in NATO HQ in Brussels; as Director Cyber Policy in GCHQ; and as Chief of the Assessments Staff in the Cabinet Office based Joint Intelligence Organisation. Martin was appointed a Companion of the Bath (CB) in 2007.
