A national study conducted in Luxembourg with 1,663 children aged 10-16 (Bredemus, 2010) reported that 43% of children spent at least one hour per day on the internet. Thirteen per cent of these children reported having been victims of cyberbullying at least once during the school year and 10% said they had actively cyberbullied others. Girls were more likely to become victims of cyberbullying than boys, but were not more likely to be perpetrators.

Highlights

The Ministry of Economic and Foreign Trade, together with the Cyber Awareness Security Enhancement Structures (CASES) division, has focused on internet safety, especially cyberbullying. A training programme for teachers and students on using the internet safely, as well as on avoiding and dealing with issues of cyberbullying has been adopted.
The Luxembourg Safer Internet Project (LuSI; node of Ins@fe) advertises and offers workshops and training to educate people about internet and mobile phone safety.
Bee-Secure, a joint initiative from different ministries in Luxembourg together with the Safer Internet Programme, develops awareness-raising campaigns aimed at safe and responsible use of the new ICTs as well as on avoiding and dealing with issues of cyberbullying.
Research in Luxembourg has been combined with an international research effort (COST Action IS0801 on Cyberbullying) culminating in the book Cyberbullying through the new media: Findings from an international network (2013) edited by Peter K. Smith (UK) and Georges Steffgen (Luxembourg). The book covers state-of-the-art research on cyberbullying as well as current policies and recent attempts to show how ICT can be used both positively and negatively in schools.

Luxembourg team

Professor Dr Georges Steffgen is professor of Social and Work Psychology. He is directs a research group on aggression, especially cyberbullying, as well as on approaches to anger management and health promotion. He has been project manager of national and international scientific projects on violence in school, anger and sports. He authored and co-authored more than 50 papers in international journals and books and is editor or co-editor of 16 books.

Dr André Melzer is a senior lecturer and teaches in the area of Media Psychology and Social Psychology. His main research interest focuses on media use and its effects with a special emphasis on violent media: why do people prefer certain types of media? How do media affect human cognition, emotion, and behaviour?

Andreia Costa is a doctoral student at the University of Luxembourg studying emotion regulation in children with Autism Spectrum Disorder. Her main research interests are emotion, behaviour and childhood disabilities.
