Rise in incomes should lay foundations for new universities

But Nicholas Barr, a professor at the London School of Economics, thinks the reforms are “flawed”. The main problem being that the loan scheme, which covers the fee and living costs of all UK and other EU students, will recover too little of the money lent. He said: “The Treasury cannot afford university expansion, largely because the loans are so expensive [for public finances]. If the universities cannot expand, it creates a seller’s market for the universities. Hence there will be weaker competition that will do less to improve quality.”

In 1963 he could bear the obscenities of apartheid no more. He moved to Britain where he worked a social worker and also studied for his PhD at the London School of Economics (LSE). In 1967 Cohen lectured at the University of Durham and in 1972 he became professor of sociology at the University of Essex.
