Toby Dodge, an Iraq specialist at the London School of Economics, said the Hawija killings were likely to provoke retaliation among well-armed Sunni tribal groups and to accelerate further recruitment to al-Qaeda, which battled the US occupation and is estimated to have grown steadily over the past few years. Iraqi Sunnis have been angered further by the government’s decision to postpone voting in last week’s provincial elections in Anbar and neighbouring Nineveh province because of security concerns. “It’s almost a perfect storm for the Sunni: they haven’t been allowed political participation, and once again they have got the very rough end of the security services,” Mr Dodge said. “This is indicative of an escalating political crisis out of which I can see no exit.”
