"This girl was photographed in the middle of a storm in Tibet. She was with her young brother herding sheep (in the background). This image signifies risk at a number of levels - risk of being out in the elements without proper clothing and shelter, risk of losing her family's source of income, the risk of living in poverty and the risk of growing up, within a marginalised, disenfranchised community in a colonised country."
