" '-at risk. in a situation or circumstances where loss, injury, etc., are possible.'

Tetrapods are a common sight on the Izu Peninsula, Japan. Equally numerous around the entire country, they help mitigate damage in those areas of coast at risk from the frequent and ferocious typhoons that attack over the summer months."
