Terms of Reference and Membership (2013-14)
Terms of reference
Background: The University of London International Programmes offer a wide range of programmes, at both undergraduate and graduate level. The University provides central management and administration for the UoLIP; various colleges of the University, including the School, act as Lead Colleges for the UoLIP and provide the necessary academic direction both to students and to overseas teaching institutions. The School’s set of degree and diploma programmes is known as the Economics, Management, Finance and Social Sciences (EMFSS) programme (which includes the International Foundation Programme, but not the University’s Laws Consortium, which the LSE is one-sixth of the managing consortium).
Core responsibility: The principal work of the IPB is to ensure that the academic direction of the EMFSS programmes is appropriately discharged.
Specific responsibilities:
1. To ensure that the participation of the School in the UoLIP meets all the requirements of the School and the University in respect of quality enhancement, assurance and control. This requires that the IPB:
(i) Periodically investigates and, where appropriate, modifies the programme regulations for each of the degree and diploma programmes; as a corollary, IPB approval is required for any new programme.
(ii) Ensures that the syllabus and curriculum of each of the courses that make up the programmes are periodically reviewed and, where appropriate, modified.
(iii) Ensures that the quality of the teaching materials (both print and electronic) provided by the School is fully appropriate.
(iv) Oversees the examination process to ensure that appropriate standards are maintained; this covers the appointment of Chief and External Examiners, the proper scrutiny of the examination papers, the marking of the scripts, the conduct of the various examination boards, and advising on any problems that might arise.
(v) Approves the annual statement relating to quality assurance from each of the School’s departments involved in the EMFSS programmes.
2. To assist in monitoring the activities of overseas colleges teaching the Diploma in Economics and the Diploma in Social Sciences.
3. To consider operational issues that may arise, including in the relations between the LSE Office for the University of London International Programmes and academic departments or administrative Divisions in the School.
4. When needed, to advise on relations between International Academy and the School.
5. To advise on a range of issues for which the International Academy has major responsibility, e.g. student admission issues, fee levels, marketing strategies, etc.
6. To submit an annual report on International Programmes academic issues to the Pro-Director (Teaching and Learning).
7. To conduct any other relevant business remitted to it by the Ancillary Programmes Board, Teaching Learning and Assessment Committee or the Academic Board.
Mode of operation:
1. The Board will meet as and when necessary, normally at least three times an academic year.
2. Business may be conducted by electronic means between meetings, especially in relation to terms of reference 3 and 4.
3. The meetings will be serviced by the Senior Administrator in the LSE Office for the University of London International Programmes, who will be responsible for drawing up the annual reports under term of reference 6.
4. Under term of reference 1, the quality assurance mechanisms for which the Board will be responsible will include (but will not necessarily be limited to) procedures for
(a) monitoring, review and updating of programmes, course syllabuses, and subject guides;
(b) the introduction of new degree programmes and courses
(c) amendments to or withdrawal of existing degree programmes and courses;
(d) nominations to the University of authors for revised and new subject guides and materials;
(e) nominations to the University of chief/lead examiners, external and internal examiners, and Chairs of Boards of Examiners;
(f) receiving and acting on the annual reports by external examiners.
5. The Board will be assisted by sub-committees, which in the first instance will be for Examinations.
6. The Committee may establish working groups of limited duration as it deems necessary.
