Chairman's Group

Committee of the Council

This Committee  was abolished on 21 September 2015.

Membership

The quorum for Chairman’s Group meetings shall be 4 members including at least one of the Chair or Vice Chair of the Court and Council; at least one of the Director or Pro Directors; and including the Chair or Vice Chair of the Finance Committee where a financial commitment of more than £100k is to be made.

  • Council Member - Student(General Secretary of the Students' Union)

Terms of reference

1. Title of Committee: Chairman’s Group

2. Status of Committee: Standing committee of the Council

3. Responsibilities delegated to the Committee by the Council:

3.1 to make decisions within existing Council policies.

3.2 to act during vacations and between meetings of the Council, in any urgent matter which would normally come before the Council, with the exception of those matters listed in Article 9.4.

4. Authority delegated to the Committee by the Council:

4.1 Authority delegated to the committee to make recommendations to the Council: None

4.2 Authority wholly delegated to the committee to act on behalf of the Council:

4.2.1 The Group is authorised, when an item of business cannot in the opinion of the Chair or Vice Chair, await the next meeting of Council for a decision:

  • to make decisions within existing Council policies during vacations and between meetings of Council on any urgent matter which would normally come before Council for a decision with the exception of those matters listed in Article 9.4;
  • to approve the final text of a document or the terms of a transaction approved by Council in principle but subject to agreed amendments, or as specifically directed by Council to act.

5. Arrangements for the Committee to report to the Council on the exercise of its delegated authority:

5.1 The Group shall present a note of its proceedings and decisions to the Council following each occasion on which it takes action.

6. Arrangements for the performance of the functions, duties and responsibilities delegated:

6.1 The business of the Chairman's Group may if necessary be conducted through circular, fax, telephone or e-mail. Decisions may be reached using any of these modes of communication.

6.2 All papers sent to the Chairman's Group shall be circulated to Council Members with the agenda and papers for the next meeting of Council.

General Terms and Conditions applying to the delegation of powers by the Council to all committees

  • The Committee shall comply with the terms of the delegated authority.
  • The Council may revoke or vary the delegation giving reasonable notice.
  • It is the duty of each committee to keep the Council informed of its work as appropriate, or on request from the Council. Committees will be responsible for determining whether issues of significance they are progressing should be reported to Council for information/advice.
  • Committees may handle expenditure decisions within existing budgets, but all proposals from committees involving additional expenditure beyond approved budgets should be referred to the Academic Planning and Resources Committee or Finance Committee, as appropriate.
  • Committees may not change their annual objectives without the Council’s approval.
  • Conditions as to quorum shall apply as decided by Council.
