This paper explores what is meant by 'effectiveness' and discusses the difficulties in determining the impact of regional organisations on peace and stability. Taking a wide geographic spread of case studies including ASEAN, the EU, IGAD, SAARC and SADC, the author examines the variation in effectiveness of these organisations in dealing with conflict by exploring both internal and external logic as well as the issue of common values.
The author is a partner in the Crisis States programme and is based at the University of Cape Town.
