Nothing but Failure? the Arab League and the Gulf Cooperation Council as Mediators in Middle Eastern Conflicts

This paper makes use of two new, updated datasets, based on the Correlates of War data and on research into primary material, to undertake a comparative analysis of the record of the Arab League and the GCC in mediating regional conflicts. It suggests that a more nuanced understanding of intervention is required in order to assess the real successes and failures of these two regional organisations. The paper outlines the historical and institutional development of both organisations and reviews the theoretical debates over the 'failure' of the League and the 'success' of the GCC. The paper concludes with a discussion of the implications for more effective conflict resolution in region in future.
