Based on work undertaken by the 'Cities and Fragile States' team during Phase Two of the Crisis States Research programme, this paper highlights the potentially politicised nature of access to goods and services and assesses how substantive citizenship can contribute to state stability.  It draws on case studies undertaken in Lebanon, Colombia and Nicaragua as well as on wider research in Asia, Africa and Latin America.
