Colin Harvey

Colin Harvey is Professor of Human Rights Law and, since 1 August 2007, Head of the Law School at Queen's University Belfast. From 2005-2008 he was the Director of the Human Rights Centre at Queen's and a Director of Research. From 2000-2004 he was Professor of Constitutional and Human Rights Law, School of Law, University of Leeds.

He was appointed by the Minister for Employment and Learning (Northern Ireland) to the Northern Ireland Higher Education Council from 2002-2006. He was appointed by the Secretary of State (Northern Ireland) to the Northern Ireland Human Rights Commission in June 2005 and took up his position as a part-time Commissioner from 1 September 2005, he was re-appointed for a further three years in September 2008. He has played a leading role in the establishment of the new Committee of the Heads of Irish University Law Schools, which will be launched in Dublin in December 2010.

He has published extensively on human rights law and politics in academic and more popular formats. He is the General Editor of Human Rights Law in Perspective published by Hart Publishing, Oxford (a new Series of critical works on human rights from leading scholars which he founded in 2001). He is on the editorial board of Human Rights Law Review and the Northern Ireland Legal Quarterly and is the Case Editor for the International Journal of Refugee Law.

His books include: Seeking Asylum in the UK: Problems and Prospects (2000, Cambridge University Press, Law in Context Series), Human Rights in the Community: Rights as Agents for Change (ed., 2005, Hart Publishing), Sanctuary in Ireland: Perspectives on Asylum Law and Policy (ed., with Ursula Fraser, 2004, Institute of Public Administration), Human Rights, Equality and Democratic Renewal in Northern Ireland (ed., 2001, Hart Publishing); No Welcome Here? Asylum Seekers and Refugees in Ireland and Britain (2001, with Margaret Ward); and Voices, Spaces and Processes in Constitutionalism (2000, with John Morison and Jo Shaw).

He has published in all the leading law journals including: Modern Law Review, Journal of Law and Society, Social and Legal Studies, Oxford Journal of Legal Studies, Legal Studies and Public Law. He has been guest editor of a several legal journals including: Journal of Law and Society; Northern Ireland Legal Quarterly; Canadian Journal of Law and Jurisprudence; Refuge- Canada's Periodical on Refugees, and European Human Rights Law Review.

He has a record of generating research income and is currently Principal Investigator on a research project (2008-2010: £263,000) on "Budget Analysis and the Advancement of Socio-Economic Rights in Northern Ireland" (20008-2010) which is acknowledged to be shaping local and global debates on the interaction between the allocation of resources and rights-based approaches. He has secured funded research from the Nuffield Foundation, British Academy, Modern Law Review, Home Office, Department for Foreign Affairs, among others. He recently led the organization of a major international workshop at Georgetown University Law Center on Constitutional Engagements in a Transnational Era in October 2010.
