Sanja Kmezić is a lecturer for the Interdisciplinary Joint Master’s Programme in South-Eastern European Studies at the Karl Franzens University of Graz, where she teaches two courses – Socio-economic Development in South East Europe and Transition Policy and Regional Development. Ms. Kmezić is a doctoral candidate at the Faculty of Law of the University of Graz, focusing on fiscal decentralisation and local government financing in Serbia. She holds a Master of Public Administration (MPA) degree from the University of Pittsburgh and an LL.B. from the University of Belgrade. Ms Kmezić is also a co-founder of the non-profit think tank European Research Academy (EURAK) Belgrade, as well as a scientific coordinator of a regional research project on the impact of fiscal decentralisation on local economic development in Serbia and Montenegro, within EURAK’s Swiss-funded Regional Research Promotion Programme (RRPP). Ms. Kmezić has worked as an advisor on various USAID, EU and other international donor-funded programs aimed at local government and public administration reform, as well as at local and regional economic development. Her research interests include decentralisation, local governance, socio-economic development, public administration and public policy analysis. Ms. Kmezić is a co-author of the Urban Institute’s „Guidebook on Municipal Land Packaging and Marketing (with model ordinances and contracts for local governments)“ (2012), which has been used as required material for the World Bank’s Municipal Finance course, and a co-author of the book „Europeanization by Rule of Law Implementation in the Western Balkans“ (2014).
Jadranka Kaluđerović is an assistant professor at the Faculty for International Economics, Finance and Business of the UDG, Podgorica, Montenegro, and the director of the Institute for Strategic Studies and Prognoses (ISSP), which is the first economic think tank in Montenegro. She holds a doctorate in economics from the Faculty of Economics of the University of Montenegro. Dr Kaluđerović has managed the implementation of more than 50 projects in the area of macroeconomic, financial, social policy and other public policy analyses. She is a senior researcher for the project “Impact of fiscal decentralisation on local economic development in Serbia and Montenegro,“ within EURAK’s Swiss-funded Regional Research Promotion Programme (RRPP). Her research interests are focused on macroeconomics, including (intergovernmental) fiscal policy, business cycles and economic development. Dr Kaluđerović’s recent publications include: “Economic development and culture” (co-author; Institute of Social Sciences, Centre for Economic Research, Serbia, 2015); “What drives students’ enrolment decisions” (co-author; paper presented at the LSE’s conference “Barriers to Inclusive Growth in the Western Balkans,” Montenegro, 2015); “Business Cycle Forecast Based on the System of Leading Indicators,” (to be published; proceedings from the Montenegrin Academy of Science’s conference “Main Trends in the Research of Young Scientists in Modern Science: change of the paradigm from atom to bits,” 2014); “Business cycles synchronization in Montenegro and Turkey” (presented at the conference “Turkish & Balkan Relations: Past, Present and Future,” organized by IZU, ADAM, and UDG, Montenegro, 2014); “Does the interventionism have an alternative?” (Institute of Social Sciences, Centre for Economic Research, Serbia, 2014); “The Importance of the Research in the Educational Process” (Institute of Social Sciences, Centre for Economic Research, Serbia, 2013), etc.
