Biography 

Ousmène Jacques Mandeng, is head of research and development at New Sparta Asset Management, a start-up investment management firm. Prior he was managing director at Prudential Investment Management and UBS Investment Bank and worked with Ashmore Investment Management covering official financial institutions globally. He was with the International Monetary Fund, last as deputy division chief coordinating work on IMF lending policies and use of IMF resources and on Latin America including as a Resident Representative and earlier with the United Nations Economic Commission for Latin America. He comments periodically in the financial press and presents in leading international forums on the increasing importance of emerging markets, actual and pending reforms of the international monetary system, long term asset allocation and the relationship between public policies and capital markets developments. He is a member of the Bretton Woods Committee. Ousmène holds a BA in business from Toulouse Business School and an MPhil in economics from Cambridge University.
