Impact Assessment Study of e-Governance Projects in 12 States in India

The presentation will discuss a framework for assessing the impact of e-governance projects on users (citizens/businesses) that has been adopted by the National eGovernance Program in India. Three state level services: issue of driver's license; land record management and registration of property sale and three national projects: issue of passports; registration of new companies and on line tax filing were assessed using the framework. The assessments were carried out by 11 Market Research agencies using large samples of 800 users in state level projects and nearly 10,000 users in National projects. Results of the assessment will be discussed to understand the value delivered to users . Variation in impact across states would be explained and lessons will be drawn for designing next generation e-governance projects.
Professor Subhash Bhatnagar is an alumnus of Indian Institute of Technology, Chennai (1968) and Indian Institute of Management, Ahmedabad (1970). He was a tenured professor at IIMA from 1975 to 2000, where he held various positions: CMC Chair Professorship; member Board of Governors and Dean. From 2000-2006 he worked as a consultant advisor on eGovernment for the World Bank in Washington DC with a mission to mainstream e-Government in the operations of the World Bank. Currently he is an honorary professor at the IIMA and an advisor to the National Institute of Smart Governance, Hyderabad.
Subash is interested in issues of development, specifically governance, poverty alleviation and education. His current interests are in E-Government and ICT for rural development. He has advised World Bank client countries on E-government strategies. He was responsible for creating the World Bank web site on eGovernment. He has published more than hundred papers and eight books including: ICT and Development: Cases from India (2001), E-Government: from vision to implementation (2004); Unlocking the Potential of E-Government (2009) all published by SAGE, New Delhi. He founded the working Group 9.4 on social implications of IT in developing countries in the International Federation for Information Processing. He is on the editorial boards of 7 international journals.
Subash is a member of a number of Government committees- National Advisory Committee on e-Government chaired by the Minister, Govt of India; and an empowered committee on Capacity Building for the National E-Government Plan. He was made a Fellow of the Computer Society of India in 1994. He has travelled to a large number of countries for speaking engagements. He has been associated with the advisory boards of a variety of educational institutions and IT companies in India.
