The US is facing mounting disasters from natural, industrial, and terrorist sources. Our organizations are not up to the task of protecting us.  Improvements should continue but will be marginal.  We should also focus upon reducing the size of the targets: deconcentrating populations in risky areas; deconcentrating hazardous materials; and deconcentrating the size and power of organizations in our critical infrastructure, especially electric power, chemical plants, and the Internet.  All of these will take stronger regulation, whereas the nation is moving towards deregulation in its legislation and judicial decisions.
