LSE Enterprise has been working with the UK Foreign & Commonwealth Office (FCO) since 2003, designing and delivering customised training courses around the world, including in Brasilia and Sao Paolo. So when the British Embassy Brasilia wanted to share with Brazil the UK’s expertise and experiences in how to implement an efficient policy and frameworks related to Public-Private Partnerships (PPPs), they called on LSE.
The project required a combination of academic and practical components which would help improve quality, efficiency and transparency of PPPs in Brazil, with an overall impact on both the business environment and public sector. It would also enhance the position of UK institutions engaged in this area.
With a duration of over a year, this project incorporated a number of roundtables and workshops for Brazilian participants, delivered both in Brazil and the UK, with interim and concluding reports outlining considerations and suggestions for government policy improvement. Drawing specifically on the British expertise in the area of PPPs, the project beneficiaries were able to get first-hand knowledge of best practices and real cases of successful implementation.
On 27 May LSE Custom Programmes delivered a topical workshop at LSE to a group of Brazilian government officials. It addressed strategic considerations in choosing PPPs and value for money in PPPs, and highlighted a specific experience of their implementation in the greater Manchester area. The workshop was followed by three days of visits, including to Infrastructure UK, Royal London Hospital, and Canterbury Academy, as well as meetings and discussions with British companies involved in PPPs.
‘The workshop was a very rewarding experience and a great opportunity to learn about UK expertise,’ said Rogério de Faria Princhak, Executive Secretary of PPPs, Bahia State Government. ‘Knowledge acquired during the workshop will be very helpful in building and shaping Brazilian PPP models,’ commented Celia Sacramento, Vice Mayor of the City of Salvador. ‘The visits were very successful and made a valuable contribution to the workshop which can be used as an example for further training in Brazil.’
‘This is our fourth engagement with Brazil, and we are very pleased that LSE’s knowledge, expertise and networks can benefit local institutions as well as help promote British businesses,’ said Yury Bikbaev, Director of Custom Programmes at LSE Enterprise. ‘We hope to continue this collaboration where knowledge transfer, sharing of practical experiences and expanding networks can benefit so many parties.’
