Financial Mechanisms of Social Rented Housing in Urban China: The case of Chongqing city

As industrialisation and urbanisation accelerate in China, social housing has become one of the best ways to tackle housing problems. Studies about financing social housing have been widely discussed in Europe. However, the development of Social Rented Housing (SRH) in China has just started. Through the case study of Chongqing, one of the most typical central cities with high levels of SRH, we explore the financial mechanisms of SRH in transforming urban China and find, under the condition of capital shortage, that government still plays a major role in the provision of social housing. The cost of SRH is a substantial burden on government budgets. This seminar argues that the financial sustainability of SRH not only depends on the housing market but also relies on the management of SRH.

Dr Huiming Zong| is a Visiting Fellow at the LSE Asia Research Centre. He is an Associate Professor of the School of Geographical Science, Southwest University, Chongqing, China. He received his PhD and MA from Sun Yat-sen University, Guangzhou, China. Dr Zong’s previous research focused on the logistics industry’s spatial organisation and its impact on urban structure. He is currently working on Social Rented Housing and urbanisation in China, especially in Chongqing (western China). Dr Zong is heading a project titled ‘Community governance of social rented housing in Chongqing’ which is sponsored by the Administration Bureau of Social Rented Housing of Chongqing.
