lexey graduated from the economics and law faculty of the Donetsk National University. He studied at King's College London, where he received his Master’s degree in international tax law. He has worked as a director of the Youth Center for Legal Studies (NGO), as a tax advisor at KPMG, as an associate with Salans - International law firm and as a tax associate at Baker & McKenzie. In 2010 he headed the Agency for regional development (the Crimea) which was the first state owned investment agency in Ukraine. In 2012 he founded STALEX Investments. Alexey was also a counsellor to Prime Minister of the Crimea, counsellor to Minister of energy and coal industry of Ukraine, an assistant to the Head of Committee for Informatization and Information Technologies of the Verkhovna Rada (the Parliament) of Ukraine and counsellor to Governor of Odessa region.
