US, Venezuela, Argentina: A Triangular Relationship?

During the Administration of President George W Bush, was there a triangular relationship among the three countries? If not, why not? If there was, when did it develop, how, and what were the consequences for the three countries concerned? What could be the wider implications?

Dr John Hughes was educated at LSE, Lehigh University, and Cambridge. Originally a research officer in the FCO covering the USA and Canada, he thereafter switched to mainstream diplomacy serving abroad in Santiago, Washington, and Oslo. Towards the end of his career he served as Ambassador in Caracas, Argentina and Paraguay. In addition to his academic pursuits he now runs his own company and is a Board member of a number of non-profit organisations.
