David is Chief Executive of the Committee on Climate Change.
He works with the Grantham Research Institute on Climate Change and the Environment on the analysis of emissions reduction ambition, abatement measures, and supporting policies.
Previously, David he worked on energy strategy and investment at the World Bank, including leading on regional energy market development in the Balkans, energy price reform, energy company – electricity, gas, oil, coal - restructuring, and rehabilitation of power systems in Serbia, Montenegro, and Macedonia.
Before that, he worked on the design of infrastructure investment projects at the European Bank for Reconstruction and Development, where he was also country economist for various central Asian and eastern European countries.
David has a PhD in economics from the London School of Economics and Political Science (LSE), and has published around 100 books, chapters and papers on infrastructure economics and investment.
