Beyond the targets: assessing the political credibility of Intended Nationally Determined Contributions (INDCs)
This paper analyses the credibility of national climate pledges (INDCs). It starts by fleshing out the key determinants of credibility in relation to action on climate change. It then outlines a framework to assess the credibility of a country’s INDC pledges based on these determinants.
